Hi, is it safe to update to 8.2 stable? Can some one tell how is battery, does bootloader locked, any critical bugs?

have to unlock bootloader after update to android 7
but everything works fine, just enjoy it

Are we sure 8.2.1 is Android 7 based? File ends with v8-5.1.zip, that means Lollipop

8.2.1 stable is Android 5.1, so no bootloader locking, just flash it, if you have the former stable one there's no wipes needed.

The name of last weekly is 7.2.16.

I know but I have the weekly rom from 6.12.22 which was miui 8.2 (the weekly roms got suspended afterwards because of android n). My question now is, can I just flash this stable rom over the 6.12.22 weekly (8.2 beta)?

No, I don't think so, weekly and Stable are 2 different developing rom ways, as far as I know you have to full wipe yor phone changing from one to another.
