After rebooting the phone, the google package installer deletes itself. what can I do to prevent it from deleting by itself?

Only one system package installer can be active during boot, otherwise Android crashes and you can't boot. What you are describing is by design, it's your fault for forcing Google Package Installer to be enabled.
