cannot make calls on HTC HD2 1.6.10

Try to disable Settings - Call settings - Third party access

I've found combo updating to 1.6.10 helps fix this issue (if you're a google voice user)

I installed like this.

1.5.27 -> made sure it placed call with google voice -> install 1.6.3 on top without wiping -> test call with google voice -> install 1.6.10 on top without wiping.

Everything seems to be playing nicely now.
