Can't recover/sync notes stored on cloud to a new phone

Hi all,
My phone got lost, so I got a new MI 10t Pro and synced all the data from the mi cloud.
Problem is, that although my notes are backed-up in the cloud, for some reason they didn't sync to my new device...

How can I get them to appear back in the notes app?

Also, how can I recover my user settings (Miui theme, wallpaper etc.)?
