CPU button on pulldown

Trying to figure out what exactly the CPU button on the pulldown does when on and off. Please explain thanks for any help.

lol. throttles when down. thats why its pointing down. when its not throttled it depends on if ur running overclock software or not, if not its gonna be on demand clock speed

as far as i can see (with setCPU or OSmonitor), the cpu normaly ranges from 245 to 993 (or similar, close to 1000)

this is suposed to make it range from 245 to 500 or something like that.
