Is it possible to flash directly eu stable lollipop rom via twrp 3.0.3, from my current rom which is eu dev nougat? I mean, downgrading from nougat eu dev to lollipop eu stable? Thanks.

Yes but after you downgrade you will need to flash an earlier version of TWRP to work with 5.1...TWRP 3.0.2.0...
