Flash Rom Problem

Hi! I have an "unsolvable" problem ...
My Xiaomi Redmi Note 3 can not update on their own: download the update but when it starts to install it, it does not have anything installed at power on.
I tried downloading a rom directly from the phone and installing it with update but nothing: it does not work.
I tried with the Mi program for pc, but nothing.
I received the sms for unlocking the device, but I can not install the rom via fastboot because the software is installed and stable; So you should have another version of the operating system to flash it ... but that 's why I can not install it that I want to flash the phone!
Could you please help me?
 
This is what the phone updater tells me ... After the reboot does not change anything. (The second image is when I try to load a rom that is not the one you download on its own)

When I try to flash my phone, I get 0xfffffff error ... And in the developer options, there should be a setting for debugging on the "debug" entry but I'm not leaving because I have a version of the "static" system At least so I read on the web)

You have a non official Xiaomi rom. I believe if you reboot in recovery and do not see twrp you have in addition a fake Xiaomi.eu custom rom.
