from weekly to stable

You can try without formatting your data (so a dirty flash of the latest Stable ROM for your device).

It should be fine but it's always nice to backup things before.

A factory reset is required. Many database versions are higher on old Weeklies, so he will most likely have background crashes and might lose telephony functionallity.

"Factory Reset". Usually means wiping /data and /cache.
