[help] anti-rollback

Hi, I am new here and glad to be here. So I am still waiting for 360 hr unlock time, meanwhile I'm reading tutorials to get prepared flash my mi 8 into eu rom later.
I am very afraid of the anti-rollback rule. My question are

1. Could I upgrade my new phone to MIUI V10.0.11.0.OEACNFN, the built-in china rom update, for now? and after 360hr could I flash it into eu rom by twrp without bricked?
2. Does eu rom able to use google pay without using magisk?

I read an article from xda-developers saying that

so is it safe to flash from:
new china -> old eu rom, or
new china rom -> old china rom, or
new eu rom -> old eu rom, or
new eu rom -> old china rom

I am wondering do we have to wipe the phone before install the eu rom to prevent the anti-rollback check?
