I disablewd Telephone permission for Telephone app

Hi,
I accidentaly disabled the Phone app its access to use phone. It worked well before
Whenever I use an app that lecks a permission I can easily restore it
Now in Settings under Apps I see the Telephone App mentioned nowhere .
Telephone permissions mentions very many apps to grant access , but not the Telephone app.
What to do?
I have just finished restoring my own Apps after having it available to my grandchildren for 2 years.

Telephone app is a system app, which normally are kept invisible in app settings (manage apps). Remedy is pretty easy though, just go to the "three dot menu" in the top right and select "show all apps"..... then you should be able to see Telephone app in the listing.

That looked easy, and I did so.
I can now answer a call, but when I open the app to make an outgoing call, the app still won't open, just a pop-up complains that permissions have been removed.
I thoroughly checked, but can't find the clue.
I restarted the phone inbetween.

So, no dice... Where can I look (tomorrow, will attend funeral now)
