If rooted, you can use the App Manager, io.github.muntashirakon.AppManager to install the Security app, com.miui.securitycenter

... and, then, the only question is why would you need it. xD

EDIT: Also, I suppose that you could (maybe?!) use adb shell to do the same, after enabling Developer options, and Install via USB, Allow installing apps via USB.
