Install Xiaomi.eu On Mi Note 3

I received the MiNote 3 with the Global Stable ROM.
To install Xiaomi.eu 8.1.25v2 I have to unlock bootloader, install twrp and then rom flash?
Because on other forums I read that it was necessary to decrypt the phone first.

yes the procedure is correct. decrypt phase is the unlocking of the phone. http://en.miui.com/unlock/

I have my Note 3 unlocked and with TWRP + Root, and im using the last Global Rom from Xiaomi.

EXACTLY what is the procedure to install the last stable Xiaomi.eu rom, specially the wipe options on TWRP?

Also, a valid link to last Stable rom,would be apreciate!!

Didn`t clean everything, but all process was smooth!
