New Installation of apk lag

When you install apk it keeping install screen for ever and it won't show in home screen but when you go back and reinstall the apk it goes smoothly

If that happens you can back out of the installation screen and re-open the APK file again, usually doesn't happen the second time.
"It won't show in home screen" because launching the installation confirmation screen doesn't install anything yet...

Same issue on latest Weekly v14.0.23.4.17.DEV but it's not as bad. Small lag - 10 seconds maybe.

But no issue installing the first time.

The install screen is just grayed out for 10 seconds or so... And then the option to install is displayed on the screen.
