Mi 9T with stock rom and custom twrp

Hi everyone, I would like to know if is possible to have the last stock rom : Mi 9T EEA Stable V11.0.4.0 with a custom recovery or official twrp, and how it is possible. I'm using the last stable xiaomi.eu.
