Going Settings>LAN Settings>DHCP static IP assignment:
1. They are not static assignments, they are 'DHCP reservations 'in English. Static IPs mean something else
2. Adding a device on the list in the same network subnet, but outside the set DHCP rage gives an error. It shouldn't.
You may need to reserve some IPs for devices you want to have reservations, for example, 192.168.0.2-192.168.0.100, and have the rest of the IPs distributed randomly when using DHCP, for example, 192.168.0.101-192.168.0.254. The important thing is the subnet
3. The error it gives is in Chinese 该IP不在可用IP范围内，请重新输入。您可以参考DHCP服务可用IP段来设定。(The IP is not within the available IP range, please re-enter. You can refer to the available IP segments of the DHCP service to set.) even though the UI is set to English
