miui vibrant update 1.12.9 not updating

My current version 1.12.9, from Updater it is downloading the new update 1.12.16 but failing to update the device. Every time it keeps on downloading the 94.1MB file and not updating.

Is there are way I can download this file from my PC?

Yes you can download from the "Roms" page http://miuiandroid.com/roms/miui-development-roms/

For future reference the link is at the top in the menu, then on the next page hit roms again.

If I download and apply this ROM file, will it delete all my data, or it will be same like I used to update from Updater - that normally don't delete any user data.

Just format system and cache from recovery and flash it
