New New permission manager issue

i have some issues with new permission manager.

For example, for weather app it asks for location permission. But there are only 3 option. " 1- disable 2- once 3- only when app working" and 3. option suggested as blue color.
If i select 3. option, weather app works well but it can not reach location in background. when i go other places, it still shows old place as location. if i open app and update it manually, it can update location.

An other example for telegram or whatsapp apps. It asks for contacts permission. And again there are only 3 option " 1- disable 2- once 3- only when app working" . If i select 3. option, sometimes phone numbers appears on recent chats. Not contact names.

i searched on all over the system settings. there is no option to make them "always get permission".

i think there must be 4 option for all apps. 1- disable 2- once 3- only when app working 4- always

i think once means "only this time"
for some apps there is an option appears named "always"
but for some apps it is not appearing

And i can not change permission option. For changing i must clear app data and reinstall it.

Yes, do that and choose "once". I did the same. Since then WhatsApp is working like it should.
