Not allowed by sim, only on MIUI

i own a I9500 , stock roms everything works gr8 4.3 and 4.4.2
but i want MIUI , i tried 3 versions of MIUI V5
every one of those gives me the same error
not allowed by sim when i try to make calls
i can receive calls, i can sms, but cant make any calls, imei is ok , sn is ok
tried flashing several modems but still NOTHING works
any suggestions? im getting desperate ...
