New OR-REH-04 for in-app purchases

I get an OR-REH-04 error when I try to make an in-app purchase. I am not exactly sure what additional security measures are needed for my account. Could this be caused by the EU ROM? I would greatly appreciate it, if you could help me debug it, as nothing I found online was helpful/solved my issue.
