Phone Redirect Me To 112

Hi, I have a question (if possible).. I live in Iran and I found that if I call 118 (Information and referral) the phone redirect me to 112, that in Iran it's not the correct number (it's Red Crescent)...

How can I fix it?

with a phone of my friend it works as usual(118 to 118 and 112 to 112)...

Also in Italy... And if you call 119 (TIM Customer Service) it says that you are calling Emergency Service but the call is correct
