Phone reinstalls play store version after reboot when I got older version

Hey, I need to have older version of playstore in order to pass strong integrity. But after I downgrade version, whenever I reboot system reinstall it from product/priv-app. I tried to delete or replace the file but can't write no matter what I tried. Can you help me about preventing system to do that after reboot? device is zorn last version of eu rom.
 
Thanks for the reply, I tried that but it didn't worked. I even tried flashing vbmeta and vbmeta_system with disabling verity. But it caused bootloop to twrp.
 
Then you done it incorrectly. vbmeta has nothing to do with it and shouldn't be touched.
Also, even if you downgrade it, Play Store auto-updates itself anyway.
 
I believe with auto-update blocker module you can block store updating but as I mentioned after reboot it updates to the version from system files. Do you know how can I make a proper module to prevent this?
