Thanx for this ! I wonder however if it's really official since i can't find it on pacrom's official download page.Also is this rom, and bliss pop, for merged or unmerged partition?

Bliss doesn't work with the patch for unmerged partitions.I suppose pacrom too?

I don't know. but now, all Rom are for unified partition (with some exceptions)

the Russian comment is that you can change it by a request to the operator, i.e. provider. Maybe you can find some info on the net..?
