Spotlight In Main Screen

Hi guys. In developer Chinese version I had enabled by default something like spotlight accessible with a swipe from main screen. In EU version I cannot find that options. How can I enable it?

It isnt Torch, It is something like the screen opened by selectng searchbar in notificatiom bar bit accessible ad a page on main screen
