I have tried to unlock my Hyper OS several times at 0:00 China time. At 0:00 at the start of the runtime every day, it is displayed that the application data quota has already been reached. This week, the quota has increased from 19 to 23 days at 0:00 China time. And it makes no difference whether I try at 0:00 China time or at any other time. So Xiaomi is currently no longer allowing the bootloader to be unlocked. I am really annoyed

The quota limit is a lie, there's no quota.
I have a collection of screenshots just like yours, all recorded exactly at 00:00 Beijing time.I start thinking the unlock bootloader via Community app is a fake/scam...
Guys, applying for unlock permission IS WORKING, but for whatever reason they're giving the authorization but still showing the "quota try again" message.
If you've been trying to apply for permission for a while you need to go to "developer options" on your phone and link your Mi account.
If it works then that's how you know your account has unlock permission, and you can now use mi unlock to get your bootloader unlocked.
Give it a try.

This whole quota nonsense was Xiaomi's scheme to begin with.
