Update from 9.6.5 to 9.6.13??

Hello Guys ,
I have a little question. I own a Mi 9 se and i unlocked it Last tuesday for the First time . I installed twrp and xioami.eu Rom 9.6.5 For Mi 9 se .
Now i Got the Message from the updater that i should Download the Version 9.6.13 .
Why should i downgrade ? And at the First Time i didnt read the Text of the Update information , and it started to Download an crashed because of md5 Error .
Can anyone explain this for me?

It's not a 'downgrade' it's the next weekly release. 9 for 2019. 6 for June. 13 for the 13th.
