I have similar bug but when I set limit to 100mb in downloads app, dialog with confirmation show and I can download app from play store.

Go to TWRP,WIPE,Advanced Wipe,"DALVIK CACHE" and "CACHE",SWIPE TO WIPE,Reboot system.

1.open the details of the network you have connected.
2. Change IP settings from DHCP to Static.
