Wipe Data/dalvik/cache

Is necessary to do wipe data/dalvik etc. everytime you flash new rom? Can someone explain the importance of this?
for example I went from 7.2.13 stable to 8.1.3 stable. Do I neep to wipe anything?

I never wipe data.

1. Reboot into TWRP
2. TWRP > Backup (now you're safe)
3. Wipe > Advanced wipe and wipe Dalvik/ART Cache and Cache ONLY
4. Install > Choose .zip > swipe right to install
5. Wipe Dalvik/ART Cache and Cache again.
6. Reboot
