Theoretically yes, but if you have a locked bootloader it is not possible. These are different versions of ROM for different regions.

I don't have an unlocked bootloader, so my question was just to understand if the European version was more recent and up-to-date. Anyway, when Android 16 comes out, my global version should also update, right?

- Yes, EEA ROM is newer (not more current), both ROMs (EEA and Global) were released in the eighth month.
- Yes, if Xiaomi releases an update for "Xiaomi 13" with android 16, it will be available in the global version as well.

Which of the last stock ROMs still had the option to turn off the display with a double tap?

No stock ROM (global, EEA, etc.) has a double tap on the home screen to turn off the display.
However, you can add a widget/icon to your home screen or dock that turns off the display.
Or you can use a third-party application that enables this feature.
