I have a Xiaomi 14 pro I want to sell. The bootloader is unlocked but I'd like to put a global rom on it and then re-lock the bootloader. I want the buyer of this phone to be able to use financial banking apps without any issues.

For your information.
There is no Global ROM for this model. If there were and you installed it on a Chinese device, you "must not" try to lock the bootloader (it would result in a brick).
If you want to lock the bootloader you need to install the official Chinese ROM.
I recommend selling the device with the xiaomi.eu ROM installed.

So leave the Xiaomi EU rom installed and leave the bootloader unlocked?

You or the buyer can install the official CN ROM and lock the bootloader at any time.
However, unlocking the bootloader would cause problems and additional costs.
