Is their software error?
After uploading xiaomi.eu will not this problem?

I don't know. Probably official issue. We use a different App vault, so probably no such issue on our ROMs.
Also, I don't know when Xiaomi.eu ROM for Redmi 7 will be released, if at all. It's not usable at current state.
