I had this also in 8.1.18. I solved with wipe data.

it worked after data wipe

The Uninstaller Zip file works on all devices (It only restores back the original files that was backed up when you flash the MiuiSystemUI installer zip file).

*) Credits : @graw2 & @Igor Eisberg, for their research and findings.

But in the Lockscreen if I go on the left I found this menu
But if I click on the torch icon nothing happen, but if I click on carousel torch goes on!
Also the translation for going in this menu is incorrect.
