Poco F3 on Xiaomi.EU HyperOS 1.0.3.0. I used Hidden Settings app to get into the old App Battery Saver setting, but I already had the apps I don't use a lot on Restrict Background Apps via Settings > Apps > Manage Apps.

Settings > Apps then change each app. Also check Security App > more settings.
