Got this problem on one of the latest updates on my Mi3 a few weeks ago.

If you can boot on recovery, you should try wiping cache and reboot.
If it doesn't change anything, try re-installing the zip of your last update if you still have it.
If not, well, you can wipe all data and factory reset...
