I just use the latest ROM for Mi6, but the Flow Monitoring Can't Replace Packages, I'm in China.

Firstly, the Xiaomi.eu ROMs are intended for international users, mainly in the EU region.
Secondly, I don't understand what the problem is.

My English is not very well, I just turn the language setting into English, the setting is "data usage", data plan type can't be changed, when I change it to “Unlimited data plan”, back and in, it will be “Monthly data plan” again. I like this ROM version, it's so clean.

Try clearing app data for Security app.
