It is a EUROPEAN-based ROM, where there are three network types, one for 2G (GSM), one for 3G (UMTS) and one for 4G (LTE & LTE-A). Any thing else is not used in Europe.

Wipe is NOT Format.... You need to go in TWRP to Format, type YES, and then copy the ROM from your PC, and go through the installation process.

You need to format the partition in TWRP (option requires acknowledgement by typing "yes") to remove the encryption before flashing .eu ROM.
