This is caused by Power Amp v2. If you search the Google you'll find official developer's comment about this. The bug is caused by MIUI framework. He said he won't make another version just for MIUI users. Bad news.

MIUI Music caches lyrics to /MIUI/music/lyric/. Maybe it's not downloading anything but just loading lyrics.

I found out a better workaround. Just create all folders (but don't place anything into it). After that go to Settings -> Programs -> Manage Applications -> Running -> Launcher -> Stop Get back to Homescreen and you can place icons into folders without any issue.
