Confirmed this is available on EU, but not sure if the custom Alipay and WeChat icons can show up yet

Haven't installed the EU roms yet, but the Chinese ROM has a feature where I can slide the screen down to access a handy set of tool icons, especially quick access to Alipay and Wechat scanning, notes, etc. Does the EU ROM have this? Bonus if it's user-customizable as it currently isn't, and...
