Slider tools custom icons

Haven't installed the EU roms yet, but the Chinese ROM has a feature where I can slide the screen down to access a handy set of tool icons, especially quick access to Alipay and Wechat scanning, notes, etc.

Does the EU ROM have this? Bonus if it's user-customizable as it currently isn't, and seems to be specifically designed by Xiaomi CN.

Edit: Confirmed this is available on EU, but not sure if the custom Alipay and WeChat icons can show up yet
