I did some reading on the internet and found out that LTPO screens work like that. At lower brightness, they don't reduce the refresh rate so as not to cause the screen to flicker. I didn't know about it and didn't need to write a post.

For black screen fix I did wipe dalvik cache and art in twrp. This helps, for now.
