Is "fastboot devices" command working? (getvar:anti FAILED might be because device is not in fastboot mode or proper driver not installed etc... AFAIK no ARB devices return 1 for "fastboot getvar anti".)

Did you format data partition, not just wipe? You can boot TWRP again from fastboot mode with "fastboot boot twrp.img".

I have this problem only with Mi Pad 4 and Redmi Note 5 whyred, not on any other Android device i've had (Macbook Pro 13" late 2013 and Win 7 Pro).

Ok it might be USB 3 port problem. My laptop too has USB 3 ports and on desktop i used USB 2 port and it was working fine.

I would go first route, bit safer to flash from phone than over USB-cable.

Might have something to do with AOSP or whatever they are using as base Android for MIUI. Or they are just busy with other stuff.

MIUI rom install pushes partition image to system and all old stuff is gone after that, no need for wipe that.
