Are EU roms ARB safe?

As far as I understand, whatever Eu Rom is flashed once on our devices then we can safely TWRP flash with all other Eu roms even any downgrade.. True??
Weekly, stable no matter.. Correct?

I am asking ARB bricking riskwise only...

İs it available a TWRP flashable stable 9.x.x.x EU rom for whyred device?
