If there is a new Version available and you can't update with OTA then you probably have a unofficial unlocked Bootloader which were made by the vendor you bought from. Or you are on the newest Version.

First of all you need to check TWRP. Go developer Options and activate advanced Power Menu and try to Restart your phone in to Recovery. Then you should enter TWRP. If you really dont have TWRP you can look for a Tutorial installing TWRP first.

I got my Xiaomi Mi Max 3 from a Online vendor with Xiaomi.EU MIUI 10 Beta ROM and already unlocked Bootloader. I couldn't and still can't update with OTA. I read once about unofficial unlocked phones will not recieve OTA Updates so you have to go Flash it manually in TWRP. It works for me.

You are wrong. iPhone, Huawei, Oppo and alot of Companys which have phones with Face Unlock will first wait u swipe up. It makes no sense if you can't see your Notifications first.

If you are on the xioami.eu MIUI 10 Beta weekly ROM then you can just update with dirty flashing on TWRP as far as i did and it worked. Iam right now on the newest weekly ROM from Xiaomi.eu.

Updated from 8.9.6 to 8.9.20 on my Xiaomi Mi Max 3 via TWRP flashing and after wipe Cache and Dalvik. First Boot it took me 5 min. and it was laggy as hell. Reboot didnt help. I again wiped Cache and Dalvik and everything seems to be fine.
