I have Same problem. Latest Beta on my Mi9SE but can only Boot with the Same Problems. Did you solved?

Fixed the Install Recovery by First Run the fastboot command to Install Recovery without Phone plugged. Then fastboot says waiting for device. After that i plugged in the Phone in fastboot Mode and Install Started. With Phone plugged in First it didnt worked, dont know why. Topic can be closed...
