Some apps are marked as unclearable via the UI. You can do it with ADB: adb shell pm clear com.android.soundrecorder

Log can be recording during booting, if you enabled USB debugging previously. Otherwise, you can't.

Without a log recorded during boot there's nothing I can do here.
