Try to backup your rom and flash miui7 EU to see if wifi is better. I am now on Miui7 and wifi signal is strong. On EU miui8 I had problems with downloading from google store. I have 100mb wifi speed but I was able to use 5% of it. With Miui7 works at his potential.

The fastboot method worked for me. Flash TWRP through fastboot. Reboot in recovery Wipe everything (to decrypt your phone and to prevent bricks) -> go to format data, type yes. But first backup your s**t. Then flash it. Reboot Done. This method worked for me.

Maybe your phone is Encrypted. If yes, you need to wipe everything to unlock it.
