Yes. Install in TWRP (or OrangeFox works as well), format /data, and then your /data will be encrypted. It is not possible to encrypt without formatting /data.

Could it be a language thing? Maybe if you leave it on English it would not result in an issue (just a wild guess, seeing that some apps behaved strangely on alpha-builds on non-English language)?

One short question to be sure I'm doing it right (mi5). Currently running April weekly miui 7 with twrp that came with that ROM. Should I now first update to the latest twrp from this thread, then reboot into recovery, and then install the ROM zip?
