    unlock without a 4G sim card

    Hi all, I got a new MiPad4+, chinese/EN Version. I need German version No 4G card exists (and either if a 4G exists it may not connect here in Germany) Unlock only woks if a activated simcard is in the device... So how to unlock it??? MEGA THX for your help!!!
