Weird, I use Telegram on my Mi Note 2 with 8.3.29 V2 and the notification stays there until I decide to remove it. You might want to check your notification settings to see if anything is out of the ordinary.

The Updater app should be in your apps somewhere unless you uninstalled it somehow. It's literally called Updater lol

I would reinstall everything as if it was a new phone. I had some issues with apps crashing or their names being all weird. Once I did a clean install and factory reset when going from Android 7 to 8, everything worked out OK.

Your apps and settings will be fine after updating. The only thing you will need to do is reflash Magisk since it needs to patch the boot image in order to work correctly.
