you missed to follow the steps from post #1: format /data (type yes) to confirm in TWRP not WIPE ! and then will boot w/o issues...

NO ! When you came from stock MIUI you must format /data partition to be able to flash custom rom and have no bootloop ! for that you use latest TWRP for Mi9T and from wipe menu select format /data and type yes to confirm. this will erase all your apps and data so you should do a backup first -...
