After applying TWRP_SafetyNetFix-v1.2.zip, it should say Your pyxis instead of Your Mi 9 Lite. So it seems that you did not apply this fix?

If you did everything according to the instructions, you should not have any issue :p Can you provide more details about when you encounter what issue?

Afaik, when switching between stock ROM and custom ROM you will always need to do a factory reset. Please somebody correct me, if I am wrong.

This you should be able to enable/disable if you go to the dialer app, settings, additional setting for incoming calls.

Unusual suggestion but does this also happen when you use the Themes app while offline? I had the same issue on a Redmi Note 8T where the Themes app crashed when online, but works when offline.

Yes, it works in the xiaomi.eu ROM for the 8T device. It should not depend on the language you select.
